The 120 to 220 is fairly easy, if you can find a transformer with the right rating. Odds are, the closest you can get reasonably easy will get you 240 instead of 220. Usually not a problem though. But going from 60 Hz to 50 Hz is another ball game entirely, and I can't think of any gadget that would let you do that easily and inexpensively.

Do you mean definition? If so 110V = 110 volts-60hz = 60 hertz. Hertz is the cycles that the electricity runs at. 60hz. is the US standard. Europe is at 50hz.
75HZ is better than 60HZ for eye and for pc when v-sync is on
