YES, A scoot may come with up to 3 emission devices a PAIR. EGR and a EVAP system and the scoot will work with all 3 disconnected. But here is the thing any one of the systems may CAUSE problems if they are on and NOT operating properly.
I have the same problem with my truck, It notorious... You have a stuck EGR valve.. Replace the EGR valve and it should work fine.
The EGR valve allows for small amount of exhaust to be allowed back in the system. It is then reignited. This cuts down on levels of exhaust pollution.
take the EGR valve off and spray carb cleaner in the egr valve and in the port. This will some times work as it gets plugged up

egr stands for exhaust gas return. it sends the unburt fuel back into the system to be reused. generally you get a gas smell and it will make the check engine light on
!987 Bronco II had egr system, but 88's dont have egr system. I own and 88 and a manual and it states this
