Nope. the "15" is the size of your rim. 15". So a tire with a 15" opening wont fit a 16" rim. but you can put larger tires on the 15" rim.

No, the 15" tire will be 1" smaller. Your speedometer will be off, your mileage will suffer and the can will handle totally different. If you want to go with a 15" tire then install a 235/70-15 or a 265/60-15
I assume you mean you are wanting to change the tire/wheel combination as you are going from a 17" wheel to a 15" wheel. The answer is NO, this is a bad idea. You are installing a tire/wheel combination that is exactly 2" less in overall diameter than the OEM tire/wheel. This will cause your speedometer to be off 4.4 mph too fast at 60 mph. Your engine will also turn 53.1 more RPMs at 60 mph, which will cause you to use more fuel. This will also adversely effect the handling and ride of your vehicle.
