The starters that require a spacer to bolt up the selenoid to that arm that just sticks out of the starter, as opposed to the ones that do not require the spacer. The ones that do, are a higher torque model, or big block version. That is why that arm is further out. Bigger armature.

No, the Chevy 454 has a long stoke and requires a big block. However, it is possible to build a 454 small block using aftermarket parts. You'll need some high flowing heads to make it work.
4L60E, 700R4, Th400, Th350. The 4.3L is basically a Small Block 350 with two cylinders cut off, so any transmission that works with a Small Block Chevy will mate to a 4.3.
