The 4.3 Vortec IS the 4.3 V6.
I could be wrong, but I have a Vortec 350 in a GMC truck and I think the computer handles the ignition timing. If your talking about valve timing I would assume there are marks on the timing gears like the days of old, but I haven't torn the timing cover off of mine yet.

there should be a eng. info and emission sticker in the eng compartment it will say California emission on it
If you have an LS series eng in the 2000 No. Different engine all together, unless the exhaust still has the center two exits side by side then yes to a point. Not only that in 96 they changed the engine to a Vortec head and intake system. No center bolts to use for mount the manifold. You can buy a manifold to put throttle body on a vortec, but I think a little pricey. If you go to the Junk Yards they have books that have the years motors will inter change with. Look at some of the truck and car mags for info.
