By definition, yes. Until an engine is actually running, there is no oil pressure.
Although, on some newer models, it may be possible that, if an engine ecm shuts the engine down due to a lack of oil pressure, the ecm could perhaps prevent restart until something is reset. (Just speculation on that, check with your dealer for details)
It will start and run with no oil pressure. It would actually keep running until it self destructs if it was started with no oil at all.

The oil pressure sending unit is on top of the engine at the back. It is right beside of the distributor.

The oil pressure sensor is on the driver side front of the engine next to the oil filter.

You should change the oil in a Dodge Dakota every 3000 miles.
Oil pressure test. If you have a gage it should read around 40 psi when hot.
