Sometimes, yes, but it will run poorly, and it would not be advisable to drive it that way except for a trip to a shop. Run for too long on three cylinders will cause carbon to build up in the non-functioning cylinder, which could lead to some much more serious problems.
The Smart cars have three cylinder engines, as did some Geo cars.

What i think that the fuel pump in your car could not be working properly. In other words, its not sending enough fuel to the cylinders to start the car. If that is what is wrong.
Depending on the individual car, they come with 4 cylinders or 6 cylinders.
An electric motor has no cylinders.
If your car is a V6, it means it has six cylinders. If your car is a V8, it means that it has eight cylinders.
Buy a new car.
I have a 4 cyl. Chevy Corsica that needed a coil pack replaced. There are two of them, one goes with the odd number cylinders ( 1 & 3) and the other goes with the even number cylinders (2 & 4) Typically, the number 1 cylinder is the firing cyliinder and if that coil pack is gone, the car should not start. My car is a rarity that actually started and ran on the 2 & 4 cylinders.
Sounds like you have a bad misfire and are running on less than all cylinders. Check that all cylinders are getting a good spark if petrol.
