No, the child's status would be based upon the parents discretion. There have been times when a women will go to Mexico for certain reasons while she's pregnant, but with no intentions on giving birth there and then the women inadvertently does give birth there. The government can not force the child to stay there when the parents are not even citzens of the country. The child would be granted Dual Citizenship and/or upon the parents discretion giving the citzenship of the country they live in.

Yes, you only need one Mexican parent to be Mexican. You are also Mexican if you are born on Mexican soil or Mexican ships when in international waters. Mexico also recognizes dual citizenship. For instance, if mom is English, dad is Mexican and you are born on a French boat when on international waters, you are English, Mexican and French.
