I've seen them stopped up pretty bad, to where they will shut off almost immediately, but it should still start for a few seconds at least at least. Check to make sure theft system ot activated, fuel at valve on rail, spark-go from there.
A Catalytic Converter can fail if it becomes clogged or poisoned but there is no way of knowing when it is clogged. Replace your Catalytic Converter when it starts to malfunction.
