No you can still get a passport (in the USA) with a felony "stop" (conviction; a felony arrest does not really show on your record for any purpose other than buying a gun), there are limits on issuance if you are still under probation or parole for a conviction however.
It should also be noted that some countries may bar your entrance with some convictions, countries with high rates of sex trafficking normally bar the entrance of sex offenders, IE: Just because you can get one it does not mean you can put it to use, be sure and check the requirements before you travel.

I think the only way to expunge a felony is if it happened when the person was a juvenile and found guilty as a juvenile. If it happended as an adult I dont think they can expunge a felony.
If your spouse has a valid UK Passport then it shouldn't be too much hassle getting a visa, however it will depend on the felony. And obviously you could not be under any parole.
No, it does not. And should you be found guilty, once released, you should be able to obtain a passport without a problem, either. The problem you may face is in getting a travel visa. Some countries require a printout showing that you have no criminal background.
