Generally, no. Hamsters are solitary creatures and they prefer to be the only hamster around. If there are two hamsters, they may fight to the death or get seriously injured. The rule is one mature hamster per cage. If it a mother with pups, that is a different story.

If you dont play with your hamster it will quickly get very lonely and therefore more vicious. If you have one hamster it will get more lonely as at least with two, they have eachother. You must play with your hamster i you want it to lead a happy normal life. I guess giving it treats or letting run around your room is better that not playing with it at all because at least then it gets some freedom and a different scenery. But playing with your hamster is always better!
