In a way, yes. When detonation occurs, you car knocks. Detonation is what it's called when there's gasoline combustion occurs after the normal timing of the engine (after the spark occurs). If your car is properly tuned, i.e. correct timing, has correct plugs that are gapped correctly, etc. then your car can knock, also known as "ping", because of bad gas or overheating (low coolant). What the knock sensor does is retards the timing of the car to help the detonation occur during the proper time. This retardation of timing does have a penalty of lower power. Typically, this power loss is temporary because a knock should only occur a couple of times. If your car knocks a lot, and your knock sensor is constantly retarding your car's timing, you can lose significant power because there is another problem that needs to be addressed. Quite possibly a tank of bad gas.
Most likely its the throttle cable, if not I would check the linkage between the gas pedal and the throttle body.
I recently had a similar problem. The problem was my catalytic converter was clogged. As you apply more gas or throttle the debris is pushed back in the converter and clogs the exhaust. You release the throttle the pressure is lessened and the debris settles. Its one possible problem.

A dodge neon may have troubles with High Idling due to a few different problems. It could be something in your air flow that can not get through. If this is the case something may be holding your Accelerator open slightly to have a higher Idle. This typically isn't the case because when you accelerate faster that will open more and will cause that object to be sucked in. Another thing it could be is your spark plugs. You could try to replace them to see if the problem is resolved as well. It could also be your throttle is stuck slightly
There is a problem in the Broughams traction control circuit. Run a test of the computer for possible bad codes.

The wrench symbol stands for a problem in the throttle system. Maybe the throttle body or the throttle positioning sensor.
The word "accelerate" means to travel faster, pick up speed ... how on earth can a car be parked and moving at the same time. Possibly meant, engine revs to higher RPM when stopped, which could be: Throttle Positioner problem
If it only happens when you put your foot flat on the throttle pedal, it could be that your throttle cable is too tight. You can test this by depressing the throttle pedal to just before you hit the floor, if that works, try adjusting the throttle cable with the two 10mm bolts on top of the intake manifold. If that doesn't work then I can't help. Sorry. Mike
A number of things can cause a throttle problem, bad gas, fuel filter needs attention, spark plugs, wires, cap, rotor, clean the intake.
