Not wanting to state the obvious but the wall switch has to be turned on to supply voltage to the outlet. The lamp will need a three way light bulb in the lamp. A three way bulb uses two filaments of different lengths. One element is used for low brightness, the other filament for medium brightness and the high brightness setting uses both filaments in the bulb. If a single filament ordinary light bulb is used in place of a three way light bulb there will be a position on the three way lamp switch where the bulb will not light. Find the position on the lamp where the bulb will light and leave it there. Use the wall switch to turn the lamp off and on through the controlled receptacle.
Change the outlet to a grounded one. Get an adapter that goes from 3 prong to 2. Break the ground prong off. Any one of these will work.
Yes. If the plug (cap) end of the 250 volt lamp is compatible to the receptacle the lamp would work. The light output of the lamp would not be very bright. Because the working voltage is halved so would the light output.

The same as any other light. The plug is inserted into the wall outlet which inturn supplies power to the switch. If the switch is in On, current will flow to the bulb. this causes the light to come on. When the switch is turned off, the current stops there.

No, it will not work. You can go to your nearest home depot or other hardware store and you can purchase a converter plug for your lamp. you just plug your lamp in the converter plug and the converter plug will plug in to the wall. when you go to buy this item it will clearly state the country it will work in.

you need a transformer (instead of rewiring) from 220v to 110v The above answer will work but it is not correct. All lighting fixtures installed in Canada have to be CSA certified. If you really like the design of the lamp then you could consider rewiring it with certified CSA components You can buy replacement lamp parts at any DIY outlet. Change out the lamp cord and plug end along with the lamp (bulb) holder and you will have a certified fixture.
