The breed, Bernese Mountain Dog, was not bred to be small. Why do you want a small one? Obviously you don't want this particular breed then. Find yourself a small dog that you do like. If you want this breed then you have to like the entire breed as it was meant & bred to be. This is a working breed & not bred to be small or it could not function.

To make a miniature version of a large breed dog will take years to do. You just breed the runt of the litter with another runt of the litter and continue to do so with other runts. And even then it may not work.

a bull terrier does have a relatively large genitalia so I would assume the breed would be medium size
