AFAIK, there are no passenger airbags on a '94 Wrangler. I have a '94 Wrangler, and I have neither a passenger nor a driver side airbag. Hope this helps

The airbag computer has detected a malfunction. You need to bring it to a repair shop and have it checked for codes with a scanner.
Sometime after fixing problems in the car, the warning lights will stay on. These can be removed by disconnecting and reconnecting the battery, or they can be cleared out using an OBDii scanner.
