In most cases, yes. Especially with older engines (pre 1980), the engine will crank, but it may not fire. If the engine does start with the timing off slightly, it will run rough.
The engine will not run, possibly damaging valves and pistons.

Yes, if your timing is off, then the spark plugs will not fire in the crank shafts correct positions, causing lose of power and sometime sever engine damage if the timing is off by alot.
You dont! The timing is fixed and is driven off of a crank sensor on the back of the engine. All timing adjustments are computer controlled.
You cannot set the timing as it is all under computer control.The timing is controlled by the computer. Cannot check timing. Suspect timing is off, cam sensor, crank sensor, worn timing chain, bad pcm.

Possible: Timing is off, or carb is out of adjustment. I would have the timing checked. Timing might be off right at the crank and cam. Chain drive. It can slip or just have too much slack, depends on mileage.
if it is tbi you have to unplug the est, it is a single wire (tan/blk stripe) get a timing light and set the base timing at 0 degrees,then shut off the engine plug the est back in . unhook the neg batt terminal for 30 seconds to a minute , that will clear the codes, then put it back on and crank the engine , the timing should be set.
You have to pull everything out of the way that is in front of the engine, including the water pump and harmonic balancer. After all of that is removed, there is a cover over the front of the engine. Pull that and you should see the timing gears on the cam and crankshafts.
