You should be able to run World of Warcraft with an ATI 2100, if you use the latest drivers for it. You might have to fiddle with the settings in the Graphics options of the game to get it to look good.

Are you trying to disable onboard video so you can install a pci video card? If so you have to disable onboard video in your computers bios. Then install your video card in an empty pci slot. Then install the drivers for your pci card in windows.
ATI Radeon 3100 is considered as one of the best onboard GPU, it should play WOTLK without problems, depending on what video option settings within the WOTLK, performance may vary from another.
Nothing to fancy, when I first started playing I was using an ATI Radeon 3450- a pretty poor card, that said I still hit around 30-40fps with my resolution and AAx4. I now use one of the new ATI Radeon 5000 series cards, and get 80+ frames Per Second on Ultra settings. If you're just going to play wow, don't spend loads, but if you're thinking of playing new titles I'd get one of the new ATI Cards or Nvidia ones :-D
