angel fish can eat neon tetras is the simple answer, but i have angel fish and neon tetras in the same tank and the angel fish does not bother the neons, although this may be because the angel fish is not full grown yet so it is a 50% chance

If the tank was new, than the Neon Tetras didn't survive the process. Any kind of Tetra should not be a first fish because alot of times they don't survive the nitrogen cycle.
If you are talking about a neon light, you can use any of the noble gases in a light. Helium would produce a pink color, neon would produce a red color, argon would produce a light blue color, krypton would produce a white color, xenon would produce a purple color. I don't recommend using radon, but if you were to it would produce a green color.
