No. Many Arabs are uneducated and, as a result, may only understand their dialect and the dialects of regions nearby. It is also quite difficult for many Arabs to understand Proper Arabic as it contains a lot of conventions and words that are no longer used. (This is similar to Shakespearean English vs. 21st Century English).

However, most Arabs can understand Egyptian Arabic since Egyptians make many of the TV shows and movies watched in the Arab World. Although, the Egyptian accent sounds funny to many non-Egyptians (similarly to how the Jamaican accent sounds funny to Americans).

If you are asking as someone who is learning Arabic if, at the end of your schooling, you will be able to understand all of the dialects of Arabic, it is highly unlikely, but certainly possible.
