When relaxed not unless you stroke from the tail to head which could cause a small cut at the most.

When afraid or threatened the spikes become hard and pointy and able to tear and cut human flesh.

Their spines very rarely cause any real harm to people. You may feel a small jab of some sort every now and then, but it wouldn't be enough to cause any real harm. They don't actually use their spines for anything other than to make themselves look larger and more threatening to predators
