Russell T Davies, producer of Torchwood, said in a November 2010 interview he'd love to see it happen, but it's up to Steven Moffat, the current producer of Doctor Who, to make that decision. The odds are slim given that Torchwood is currently co-owned by the BBC and the American network Starz, and Starz is a competitor to BBC America, which currently airs Doctor Who in the US (BBC America is considered a separate company to the main BBC in the UK). Starz may not allow one of its characters to crossover.
