The odds are slim given that Torchwood is currently co-owned by the BBC and the American network Starz, and Starz is a competitor to BBC America, which currently airs Doctor Who in the US (BBC America is considered a separate company to the main BBC in the UK). Starz may not allow one of its characters to crossover.
