If the hamster tank was originally meant for fish, then this should be fine provided it is cleaned very well and allowed to run with filter going (without fish) for awhile. Also, as long as there are no cracks, this should be fine. Be sure to use a top made for fish tanks to lock in heat and properly hold a light fixture.

If tank was made for small animals, chances are it will not be able to hold water properly and may break easily once water, ornaments and other accessories are added to it.
