Good question.

It depends on what you mean. Do they rule humans and animals alike in a global Dictatorship with intelligent and logical formation of thoughts? I think not. But will they maybe be the most populous and dominant species in the world?

They were, and maybe in the future they will.

Before the age of the dinosaurs, before land animals, the ocean was alive with fish. Fish, fish, fish. Everywhere. If you took a swim in a prehistoric ocean, assuming that you won't be eaten by a Plesiosaur, a marine (and carnivorous) animal, you would see fish. Fish have been here for longer than any other vertebrae, and more than any species of bug. Only the mircro-organisms date back farther. The Coelecanth, a species of fish, was here for a considerable amount of time (at least several hundred million years ago) and it is still here.

Either that, or someone named Fish will be a mass dictator. Who knows?
