It depends on what you mean. Do they rule humans and animals alike in a global Dictatorship with intelligent and logical formation of thoughts? I think not. But will they maybe be the most populous and dominant species in the world?

If you took a swim in a prehistoric ocean, assuming that you won't be eaten by a Plesiosaur, a marine (and carnivorous) animal, you would see fish. Fish have been here for longer than any other vertebrae, and more than any species of bug. Only the mircro-organisms date back farther. The Coelecanth, a species of fish, was here for a considerable amount of time (at least several hundred million years ago) and it is still here.
