No. Fuel additives are not known to break down sugar, due to them being high concentrations of alcohol or ethenol. The only fail-safe ways to remove it are as follows:

#1. Change your fuel filter when you notice the power beginning to slump. You may want to change it when you first find you have sugar in your tank to avoid being stranded, or even carry one with you. They're inexpensive and usually take little effort to change.

#2. If you've gone through enough filters, take your car somewhere to drop the tank and empty it out. Make sure you've used up most of the gas in your car before doing so, because it's tough to dispose of that much fuel, let alone drop the tank with 16 gallons of fuel in it.

Sugar won't make it to your engine. It will clog in the filter or pump before making it there.
