Freezing seed is an acceptable method of storing seeds however once they are thawed they need to germinated straight away.
If you sow seeds in cold conditions so they are being constantly frozen and then thawed out again this can effect the germination rate you will achieve. So in short avoid sowing your seeds until the last frost or snow fall have happened.
