Well, one theory is that the chemicals contained in the whiteboard marker somehow reacts to the permanent marker, making it rub off, but it is not an excellent way to clean off permanent marker.

Rubbing alcohol is often a good way to take ink off of non-porous surfaces. Unfortunately, paper is absorbent and likely to be ruined by the rubbing alcohol. You cannot use rubbing alcohol to take washable marker off of paper.

If you have a sander or sand paper scrap it off or if you have graffitti remover you can get it off but takes much longer

Well, first you need a wet paper towel(try Charmins). Rub HARD on the marker for 2 minutes.It will probably work so TRY IT!
