Depends what you mean by 'work' - work properly or work to destroy it? Spirit Reaper is only destroyed after the targeting effect resolves, and if Spirit Reaper is still face-up on the field. After Interdimensional Matter Transporter resolves, Spirit Reaper will be in the removed from play zone. So Spirit Reaper will not be destroyed, even when returned to play.
Can you summon Exodia just by discarding it and using Monster Reborn?
Yes... you can Special Summon Exodia the Forbidden One by discarding him and using Monster Reborn, but you will not automatically win the duel. Exodia's effect will only work when it and the other four pieces of Exodia are in your hand.

Most, Elemental Hero fusion monsters say they "cannot be special summoned except by...." which means that's the only way for them to reach the field. Monsters that say "can only be summoned by" have to be initially summoned by the listed method, but after that, can be reborn using cards like Monster Reborn. But even if you use the listed method initially, the 'except by' monsters cannot be special summoned from the graveyard, by cards like Monster Reborn, or Skyscraper 2. So you'd have to look at the specific Elemental Hero's text - almost all are 'except by', a notable exception are the 'Neos' fusions.
Can you use Monster Reborn then Inferno Reckless Summon to summon 2 or 3 Machina Cannon total in Yu-Gi-Oh?
No. Machina Cannon states "Must be first special summoned (from your hand) by..", and this is the only way it can reach the field initially. If you do this, and then the Machina Cannon is destroyed, then yes, it can be summoned by Monster Reborn. But the other two copies of Machina Cannon in your deck cannot be summoned by external effects, Inferno Reckless Summon would not work.
