The Winchester 1300 is a wonderful shotgun a true work horse.
it is well balanced and shoots 'forever'. Just clean it once in a while.
Now that being said, your criteria of a Dove gun and a skeet gun are different.
Skeet, one of Americas truly invented sports was designed for Quail practice.
The Skeet pattern choke is designed to open to 30 inches at 25 yards, the center of a skeet range.
An improved cylinder opens to 30 inches at 30 yards, full @ 4o yards.
Dove is more pass shooting(a longer barrel will improve follow thru generally), desirable for farther distance, generally speaking. However a shorter barrel is fine if you have good technique, the powder burns up in the first 18/20 inches, so neither will shoot "harder"
However everything depends on conditions, is it early season, have they been hunted hard and are skiddish? try out your chokes on a box or large piece of paper at distance, prefferably with snow on the ground so you can easily see the fringe of your pattern.
As far as a plug, you can make one out of a piece of wood, or even use a couple of spent shells collapsed back in. Place them on top of the spring, make sure when inserting live rounds/shells that no more limit go in after you plugged it.

Obviously, single shot of double barrel guns will fire them. The Keltec KSG and Winchester 97/ Winchester 1300 are reported to cycle them. The Mossberg 500/590 can have the shell lifter modified to feed them. In the Remington 870, shells tend to flip and jam.

A Winchester 12 gauge model 1200 pump shotgun holds 2 in the tube and 1 in the barrel. So it holds 2+1 which makes 3 total.

The barrel may be able to be fitted however the shotgun would still be limited to 2-3/4" shells. A longer stroke of the bolt is required when shooting the 3" magnum shells which requires a different receiver. Not the best idea.
Yes, you can....but the chamber on the 500 barrel is only bored for 3" max shells. You won't be able to fire 3.5" shells through the 500 barrel.
