I recently bought the Fallout Trilogy and it performs well on Vista.

Yes. Unfortunately newer software is not always compatible with older hardware. Also, some games that can be played on older computers cannot be played on newer ones. Mostly for the same reason.
It's an old game, and old games hardly ever had flattering performance or optimization to newer computers.

Some of the newer computers are preloaded with Microsoft office 2010 starter edition.
Newer tablet computers have special processors that allows the tablet to run faster. Along with running faster, newer tablets have special webcam technologies that allow consumers to chat via webcam or "FaceTalk". Newer tablets may also be able to store more information based on the greater storage capacity they may have to offer. Not to mention the upgraded app stores, that allows more apps and games to be downloaded to the tablet.
