PlayStation 3 will Play Blu Ray discs, it will also upgrade the DVDs to 1080p and play the DVDs with much better quality than a player that does not have the upgrade capability. I no longer use my DVD player to play any of the DVDs and only use the PlayStation 3 to play everything. I use my computer to record some shows while I am watching other shows. I then transfer them to DVD and also play them through the PS3. When I am watching the shows I am very impressed with how fast the PS3 can skip over the commercials in the fast forward at speeds of 1.5, 10, 30, and 120. It also has sound at the 1.5 speed and I have found than option useful. Because I have a Sony BR6 TV I don't even have to use a controller for a remote to play the DVDs, or purchase the special PS3 remote because my TV remote will work on the PS3 from the HDMI sync on the TV. I just insert a disc into the PS3 and the TV and Remote switch over to the PlayStation 3. I should mention that even though the PS3 will upgrade the DVDs the picture quality of the Blu Ray is even better than anything I have seen on my TV including all the HD broadcast of Movies and TV shows that are only at 720P.

DVD players cannot play Bluray discs. The lasers and the data storage are different so no data can be read from a Bluray disc in a DVD drive. That is the case whether or not there is any up-scaling available in the player. Bluray players on the other hand are quite happy to play DVDs as well as Bluray discs.
A DVD will play on the computer because the computers are made to play DVD's. The Xbox 360 will not play DVD's because they are made to only play BluRay discs.

To play a high definition DVD, you need a high definition DVD player. There are two types available currently. HD DVD, developed by Toshiba is one and BluRay, developed by Sony is the other. They are not compatible, so an HD DVD will not play on a BluRay player and a BluRay disc will not play on an HD DVD player. BluRay looks like it is the winner in the format war between the two companies over the last years so it is likely that Toshiba's format will disappear in the coming months. Note that HD DVD can refer to the Toshiba format but it can also refer to high definition DVDs in general.
