It truly depends on the BRDVD player in question. Blue-Ray and DVD use different light wavelength for their lasers, and are not directly compatible (DVD and HD-DVD are). There are a few "dual-head" players that provide two laser sources, and hence can play both Blue-Ray and DVD/HDDVD discs. But, like I said, it depends on the player if it supports that functionality.
It isn't that uncommon, though. On the PC market for example, 'combo' devices that combine DVD-burning abilities with Blu-Ray playback have existed for some time.
Bluray players will play DVDs as well as Bluray discs. In most cases, a DVD will be up-converted to an HD format by the player. Although this means that the output will be an HD signal, it doesn't mean that the quality will be HD. Up-converting SD material does not increase the effective resolution so don't expect DVDs to look like Bluray content.
Most Bluray players will also play CDs and discs containing MP3 music but if these are important, it's worth checking the specification of a player before buying.

No they only Play Blu-Ray discs they do not record on a blank Blue-Ray disc. Most if not all will also play and upscale DVDs to near HD quality. Some have the ability to connect to the internet and provide additional services. Many are now being sold as part of a Home theater system unit that includes the Blue-ray player.
If you play a regular DVD on a Blueray machine, you will only get the quality of the original DVD. There is not enough information stored on the disc to do otherwise.

No. A blue ray disc has a blueray laser to read the HD disc. Also a blueray player needs a spinning reader to read the blueray disc. The spinning reader is also what is used to read DVD's and therefore will read DVD's. A DVD player does not need a blueray laser because the disc can be read without one. If you want a movie in HD but you don't want to buy a whole new player, you can buy a HDVD (HD DVD).A normal DVD player will read that.
