No. Rose won't be with the 11th doctor. you can't be the doctor's ally forever the doctor needs new allys after he regenarates.

I doubt it, not because she wouldn't love him if she met him, but because: A) She already has the doctor's human 'double' with her, so she might stop searching for the real doctor, or might be happy with the human 'doctor' she lives with B) It's unlikely that she will come back because they've already brought her back once and might not do so again, and also because it seems like she won't be able to return this time from the parallel universe. She was a RTD character and so SM may not want to bring her back again. Still, even if she did meet the 11th doctor, I don't think she would love him because he seems a bit to 'kooky' for her, and she was doubtful enough about the 10th doctor at first, so might now want to accept someone new. Also, I think she'd be happy with the 10th doctor. Hope this was helpful!

It's difficult to tell, because The Doc was in his 11th incarnation when he lost Rose, but his 12th incarnation when he lost Amy. When a Time Lord regenerates, although he is basically the same person, he can have a different personality which makes him compatible with different types of people- his memories remain the same, and he knows full well what has become of him before regeneration, but he can have a different way of relating to people and of dealing with different situations. Rose was ideal for the 11th Doctor, and Amy ideal for the 12th. However, whether Matt Smith's Doctor would relate to Rose as well as David Tennant's Doc related to her is anyone's guess. I would say that he probably would rather have Rose, but we can't possibly know.
