Carpet glue by its nature is extremely sticky as it is made to keep a rug from moving. If you need to get the glue off of a concrete floor you can use a floor grinder. You can also scrape it.

The flooring is all up to you. If you prefer a hardwood floor, go with that. If you want a rug floor, that's okay too. You can always do a combo of them, and make some of your floor hardwood, and the rest rug.

Interior concrete floors tend to be cooler regardless their location, but not like outdoor concrete. In new construction, particularly loft renovations, etc., concrete flooring is heated, which makes it cozy. A concrete floor in Washington is no different than a concrete floor in Florida or Texas. It has more to do with construction, the heating system and insulation of the house.l

To effectively secure a rug in place using rug sticky tape, first clean the floor and the back of the rug. Then, apply the rug sticky tape along the edges and corners of the rug. Press firmly to ensure it sticks well. Finally, place the rug in the desired position on the floor and press down firmly to secure it in place.
