This is because the powdered sugar has a largest surface area for the sugar molecules to interact with the solvent molecules. This increased area for interaction causes the powdered sugar to be pulled into solution faster.

Rate of dissolution is proportional to surface area, and, assuming that both entities have the same mass, a given quantity of powdered sugar has more surface area and thus will dissolve faster than that given quantity of sugar cubes.

Assume you have a lump of sugar in the form of a cube, with a volume of 1 cm3. According to the definition of the surface area of a cube, its surface area will be 1cm x 1cm x 6 = 6 cm2. Now powder it into granules that are also cubes, each with a volume of .001 cm3. The surface area of a face of any given cube is (.001 cm3)2/3, or .01 cm2. Multiply that by 6 faces for each cube, and, since the volume of each cube is one-thousandth the volume of the original cube, we multiply that by 1000 to get a surface area of 60 cm2, which is ten times the surface area of the original cube! Grind each of those little bits of sugar into a thousand tinier pieces and the surface area increases by another tenfold.

Keep in mind, though, that powdered sugar usually contains cornstarch, which is relatively insoluble in water.
