No. You are only charged for the consumption of power that the electric meter reads. Now if you change your habits, buy more appliances, leave more lights on due to having more circuits with the new panel then yes you will pay more. I might make this suggestion if you are thinking of upgrading, put in at a minimum, at least a 150A - 42 circuit panel board. The labour is your biggest cost so if you are paying for a 100A a couple of hours more for a larger panel is money spent wisely.
