I believe what you are referring to is the Large Hadron Collider (LHC) built near CERN. The black hole idea came when scientists speculated on the possible outcome of the experiment. It was speculated that it would do anything from nothing at all to create a black hole that would destroy the earth.
Unfortunately there was a major malfunction in one of the cooling pipes that cooled the magnets so it never actually ran properly. Repairs I believe are still on going.
As to if it would create a black hole is any ones guess but i find it very unlikely.
