Yes, when you receive the armor from Madanach he states that the Forsworn will still attack you because they are not organized anymore and therefor not many have contact with Madanach.

If you play on the PlayStation or Xbox, creating a witch is difficult, as they will all attack you. On PC you can add yourself to the Hagraven faction and live with witches, hagravens and/or Forsworn, but the code to become a Hagraven is a bit buggy and unplayable.
