It depends on which Garmen power adapter is being used. Generally it does work, but each laptop manufacturer makes available a list of specific adapters models, that would work with their products.
HP 402018-001 AC Adapter will work well with an HP laptop.
Every laptop is different. If you unplug your AC power adapter from the laptop and it start it up, then your battery is doing the work. If you want to check the opposite, remove the battery and make sure the AC power adapter is plugged in properly and start it up. If your laptop starts up from one form of power but not the other, either your connection is bad or the hardware itself (ex. battery or AC power adapter) is faulty.
DELL AC Adapters are manufactured with ID chips. The Laptop communicates with the AC adapter to find out the type and power rating. When the AC power adapter doesn't answer it doesn't charge the laptop battery. See the related link below for a full explanation of the problem.
The specifications for both the AC adapter and the requirements for the Garmin (or the specifications for the AC adapter for that Garmin) would have to be known. Even if they were compatible, an "adapter" would have to be fabricated to fit on the end of the AC adapter and "convert" that plug (changing its "size" and, if necessary, its polarity) to one compatible with the Garmin. Either that or the plug on the end of the Blackberry adapter would have to be replaced with one that fits the Garmin. And then the adapter won't fit the Blackberry. : Yes it can. My Blackberry car charger works fine with the Garmin 255WT so the pin outs and polarity are the same. The plug fit was somewhat loose and occasionally disconnects if wiggled. : The easy way to check compatibility is to find out if there is a generic charger that works for both devices. If there is then the original cord will likely work for both as well. (As long as the generic charger does not use two different adapter plugs for the two devices you are trying to hook up)

i think you mean that let the laptop work with laptop adapter and the battery. well, i suggest that you should work with the laptop adapter for the most time, cause when the laptop battery is full charged, the adapter won't stop it's wrok and keep charging the battery, that means the battery has to discharge(supply the power) and be charged at the same time. unfortunately, this condition may decrease the life of most lithium basic batteries. so, keep the laptop working with the adapter for the most long time.
If the adapter has the correct voltage, connector type and polarity, there should be no problem. The 65W and the 120W is the number of watts of power the adapter can provide. If the laptop needs 65W and the adapter can supply 120W, it should work fine. Had it been the other way around, the adapter might not be able to supply enough power for the laptop and it might get too hot and burn out.
Dell is really finicky with their adapters. Usually an adapter will only work across one line. For instance, an Inspiron adapter will only work with Inspirons, and XPS adapters will only work with XPSs.
