No, the GBA slot of a DS is unable to use the wireless capabilities of the DS. You cannot link two DS's together to use the GBA part of the consoles. To do so, you must use actual GBAs and a link cable/GBA wireless adaptor.

It isn't called mystery gift for one, all you have to do is to hook one side of the cable to one GBA and the another side of the cable to the other GBA then go to the trading room. To evolve Machoke you will have to either have a buddy with a GBA and FireRed/LeafGreen + a link cable or just two GBAs two games and a link cable. In other words you can't do it with one Game Boy Advance.
