Its on the driver side in front of the rear wheel, the easiest way to find it is just follow the gas lines from the gas tank to the front of the car, but it is located in front of the rear DS wheel.

The horn(s) on a 1991 Pontiac Firebird are inside the left front (driver side) fender, behind the headlight, in front of the wheel well next to the vacuum canister. There are two horn assemblies, one has the "A" tone, and the other has the "F" tone. One bolt holds each horn assembly to the inside of the fenders super-structure, and there is one (common) green wire that connects to each horn.
