Not necessarily- local authorities are elected seperately by LOCAL elections, and are known as County or District Councils. It is quite possible for one political party to be dominant at a national level, only for an opposing party to be prevailent within local authorities. At present, local government in Scotland is represented by a complete cross-section of political parties, from Conservative to Liberal Democrat, Labour and SNP, with a few local authorities having no one party in overall control and all Council members having to work together.
