sort of they are making these exo skeleton suits that enhance the human abilities but i don't think its as cool as the Spartan project i doubt but then again i hope they do because it would be cool to be a spartan but if you know your halo stuff the project had a lot of subjects fail and die not to mention the pain of reconstructing your body but no at this moment i don't think they are doing anything like it unless it confidential military information.

In Halo Wars, there are a number of Spartan II's still alive. Master Chief was a Spartan II, so he may be helping out, but you cannot play as him. However, you can play as other spartans, like Lucy, a sniper, ect. Each spartan has a signature weapon (in campaign), like a spartan laser, a gun turrent, ect.

Halo 4 will not have "survival mode" (by the way it's called firefight) like Reach and ODST, but it will have Spartan ops, which is essentially a second campaign based on a spartan other than Master Chief.
