I seriously doubt it, because Snape's parents aren't in Deathly Hallows, not even in a flashback. Snape's parents appear only once in the series, when Harry breaks into Snape's mind in Order of the Phoenix and sees some of Snape's childhood memories. And that's only in the book, not the movie.

No, J.K. Rowling requested that there be only British actors in the Harry Potter series
They only hire British actors for the Harry Potter films.
The names of those actors have not yet been announced.
They are filming the last film (Deathly Hallows) which will be in 2 parts. I don't think they are looking for any actors now.
I suggest a trick question; Voldemort did not appear in the third film (or book).
Yes, the scene has already been filmed. It was then re-shot because they made the actors look to old the first time.
Most likely considering a clip from Harry Potter and the Deathly Hallows will be shown and the main actors tend to be the ones to present it.
No, seeing how J.K. Rowling was very strict in her intrustions for no actors outside of the UK and Europe (except for maybe a handful), it would be impossible for him to be in one of the films.
Yes. The last chapter of Harry Potter and the Deathly Hallows, "19 Years Later'" will be a part of the movie. It will be the same actors, but a new aging-computer-generated look will be added to the characters.
