The answer is no. Our technology is lacking right now to make any sort of living areas in space and besides, space travel is way too expensive and will probably stay that way for a very long time.
Unlikely. Space travel is still, and is most likely to remain very, very expensive. Setting up a permanent base on the moon would require some massive funding, and with little hope of any real payback. Maybe, maybe there might be another manned moon mission, with a handful of people staying there for a few days again before returning.
