RPM is kept constant by the idle regulator for the engine, cruise control, or by your foot on the pedal. So when the AC compressor kicks on, the extra drag that it causes automatically gets compensated by a slight increase in fuel to the engine.

It's like the difference between driving up a hill, and coasting down a hill. Your engine might have the same rpm in both directions, but your foot would be pushing the accelerator down further (more gas) when you're driving uphill.

Sometimes you can 'feel' the drag on the engine when the compressor turns on. It's less noticeable, and has relatively less effect on mpg, in cars with bigger engines.

Also, the comparisons I've seen only tested the difference at highway speeds, where the inertia of the higher rpm probably helps minimize the drag. I suspect that the extra fuel consumption is even greater with stop 'n go city driving.
