So whenever acid is present and protons are produced, corrosion occurs faster due to the kinetics of electron consumption.

I think that the point is: 1) if you have rust, then vinegar that contains acetic acids, will dissolve your rust 2) if the steel or iron doesn't have rust, then vinegar can rust the steel or iron 'cause it contains an acid.
