Actually, vinegar and saltwater makes it rust... it happened to me...
I had to do this in an experiment this year. I put a galvanized zinc nail in vinegar for two hours. When I came back, I did not notice any change in the zinc nail. After researching online, I discovered that nails are galvanized to prevent corrosion. That is why the vinegar did not cause the nail to rust.

I think that the point is: 1) if you have rust, then vinegar that contains acetic acids, will dissolve your rust 2) if the steel or iron doesn't have rust, then vinegar can rust the steel or iron 'cause it contains an acid. I means that acid will corrode steel or iron but even dissolve rust, that is an iron oxide.

There are two main ones 2H2O + O2 + 4e- -----> 4OH- neutral and alkaline solutions - relatively slow. 2H+ + 2e- ------> H2 acidic solutions - extremely fast. So whenever acid is present and protons are produced, corrosion occurs faster due to the kinetics of electron consumption.

If it is a new nail it will probably just turn dark. If it's a rusty nail it will become rust free.
An iron nail will rust slowly in distilled water when that water has dissolved oxygen. If you get rid of the oxygen by boiling and keep it from getting back in then the iron nail will not rust at all.
