As far as i know and with reliable sources i have come to believe that there will only be limited customizations available in the new need for speed hot pursuit like paint color and visual design.
No you cannot sadly. The police car along with the Dump truck, etc, are Rewards from the Reward Cards and cannot be customized

Yes! The application is called, "Need for Speed Undercover" this game let's you buy cars, customize them with engine upgrades, paint jobs, hoods, etc.

To customize cars you have to have completed the mission Cesar Vialpando; the mission where you have to customize a low-rider and then compete in a low rider competition.
