im not for sure but as long as you have a good graphics card that supports 3D you should be able to run it. (2ghz could show problems though, as i hava halo 1 PC and i lag a little on campaign even though i have a dual 4.5ghz processor)

No. The Radeon 9000 series came out 11 years ago. Even though the 9600 is in the midrange of that series, it will still not be able to run Borderlands.
