Embryos are surrounded by a few extraembryonic membranes: the chorion (outermost), the amnion (holds the "water"), the allantois (part of umbilical cord) and the yolk sac (contains no yolk, but where blood cells form). Twins most commonly separate either before the chorion develops or after the chorion develops and before the amnion does (so the embryos each have their own amnion and "water"). If the latter is the case, it seems like it would be reasonable to assume that two amnions and thus two "waters" would have to break. But, again, I'm not 100 percent sure . . .
